I have a number with Google Voice (Bandwidth) whose LRN was changed to another provider earlier this week. Twilio and FreeCarrierLookup's tool both show that the number is still with Bandwidth (Google's CLEC). CallWithUs's LRN lookup tool shows the LRN of a different carrier and mentions nothing about Bandwidth and/or Google.
The number is still active in my Google Voice account. I can make calls from it. I can make and receive texts, but I obviously can't receive incoming calls because those are being routed elsewhere due to the LRN change.
Can a carrier change a number's LRN without following the LNP process? That's what seems to be going on here, since the number doesn't appear to have been ported out. It's impossible for someone to have ported it out because it is in the 'Locked' status in Google Voice, so the only other thing I can think of is someone bypassed the LNP process (verification of account details, PIN, etc.) and changed the LRN (either by mistake or intentionally).
