Voip.ms charges - fairly arbitrarily, given the popularity of number portability - between 18 and 22 cents a minute to call Dutch mobiles (unless the number starts with +3165, which is a tiny fraction of mobiles, at 4 cents/minute).
Meanwhile Vonage and Callcentric are just 4 cents for all Dutch mobile numbers.
Even Magicjack is 9 cents, and Skype, normally the high-price player, is only 12 cents.
What gives here? The rates on voip.ms' site haven't changed in years, despite dramatic changes in the telecoms market and plummeting termination prices. I've been with voip.ms for years but it's starting to seem like I need to look for alternatives.
