[Anveo] Call Recording Charges

I had Outgoing Call Recording continuously switched On by Anveo in the past, and charging for every call recorded without my authorization. At that time I looked through this forum, and it was mentioned there was no option to switch this off. Later they added such option, and I had it set to "Do not record" since then. Nonetheless I recently found through Transaction Report, Anveo keeps recording my outgoing calls and charging for it. Does it happen to others? Related question: is there a way to switch Incoming Call Recording permanently On or Off, or it can only be done per call by ** ? Should I add Call Recorder Control for that to the Basic Call Flow, or its not required? Any alternative ways to record calls? Also, I noted multiple past records in Transaction Report "Outbound Call Arch." What does it mean?
