Google Voice Enterprise is now available for public sign up via the Google Admin Console billing page. The service costs $20/user/month. The public announcement of this launch is not available as of the time of this post. These are the information screens from my Google Cloud Identity account's billing page:

The standard information page still says that the product is in beta. I assume this is a soft launch for the official release occurring sometime in the next few days.
Also: It appears that you can no longer sign up for Google Voice (free) accounts with Google Suite / Google Cloud Identity accounts. I was unable to obtain a new Google Voice number when I tried it (my test account had a number previously that was transferred to another Google account so it was active without a number). Reddit reports that new users that have never activated Google Voice get a "Your account is not ready for Google Voice" message when attempting to log in for the first time.
