[General] VOIP dial tone not distributed to jacks throughout the house

I recently decided to get VOIP service. Previously, I have only had cell phone service at this location (no copper landline). Plugging a phone directly into my VOIP device works perfectly. I can hear a dial tone and make/receive calls. However, I want phone service throughout the jacks in the house. I've read multiple articles stating that plugging an RJ-11 line from the VOIP device into any jack in the house will distribute a dial tone throughout the jacks in the house. However, when I tried this with just one phone, I heard only silence. As far as I know, this location has never had copper landline service. I checked at the NID, and the red/green pairs of nails are not there. I see only a single tied-up white cable emanating from the left side of my NID. I assume this is the telephone wiring coming out of the house that has never been hooked up to a phone company provider. No other wires are present. I assumed based on the appearance of the box that it meant there was no connection to the local landline phone company, and I was fine with this because the articles I've read indicate I have to disconnect my house wiring from the phone company's wiring at the NID before connecting VOIP anyways; something about the VOIP device getting fried if I don't. So what could be wrong? VOIP service clearly works because I can: 1) Hear a dial tone 2) Receive calls 3) Make calls. What might be stopping me from getting dial tones on the phone jacks throughout the house? I hope I posted this in the right forum. Thanks everyone!
