My brother lives in a very rural area. There is no cellular or POTS service. However, he does have fiber internet somehow :) Offered by their local small ISP.
Who is the most reliable provider of 911 service over the internet? Same ISP that provides Internet does not yet offer VOIP.
I'd thought about Wi-Fi calling on his cell phone, but Verizon says you need to go into phone settings and update your location every time you physically move if you want 911 to be accurate. This isn't going to happen.
