Reporting fraudulent DIDs to carriers

Three days ago, I received a call claiming the IRS was filing a lawsuit against me: https://soundcloud.com/qwijibo/oh-no-im-being-sued-by-the-irs Calling this number, 12068233818, connects me directly to a callcenter in India (Pakistan?) with scammers claiming to be from the IRS, or sometimes the IRS Criminal Division. I immediately looked up this number on Twilio lookup (https://www.twilio.com/lookup) and EveryoneAPI. Both reported the number belonged to Peerless Network... So I searched for a way to report abuse to Peerless Network. The only relevant information on their site related to violations of the Do-Not-Call list: http://www.peerlessnetwork.com/contact-us/do-not-call-lists/ I did report the ongoing fraud to report@peerlessnetwork.com, but have yet to hear a response, and the number is still active. Are VOIP carriers normally this unresponsive/irresponsible when it comes to direct report of fraud from users of their service?
