[General] "Free" conference services/reciprocal compensation?

This is just a matter of curiosity for me at this point... Way back in the day (late '90's) I remember the joy of reciprocal compensation for CLECs that were selling PRIs to ISPs and basically printing money. At some point, as a dialup ISP, we were actually getting some free PRIs, credits, all kinds of stuff. The more inbound calls we generated, the more the CLEC made. Some of our neighbors at the co-lo were not dialup modem banks, but instead conference call services and "chat lines" (and I assume "adult" variations of the same). Is this still a thing? I've found so many people these days using free conference call services, and they seem pretty decent. My assumption is that this is reciprocal compensation still in action. Am I correct or is there something else going on?
