NPAN prefix rule (2'nd digit can't be 0 or 1) yes/no?

I was under the impression that there was a rule that the middle digit of the prefix can't be 0 or 1. In other words, given the number NNN-NXN-NNNN, that X can't or shouldn't be 0 or 1. I just dialed such a number (not thinking about this rule) and it worked, then it occurred to me as I looked at the number that it shouldn't be a legit number. What's the deal with this?
