I've being playing around with Nomorobo and, I believe, it's working as advertised. However, I'm not sure about the blocked call message evil callers hear.
Here is what the Nomorobo web site says:

What happens when a call is blocked?
When we block a call we give them a "message" saying Nomorobo has blocked the call. Then we hang up.
When I call my Nomorobo protected number with one of my CIDs, the calls connects without incident.
However, when I call my Nomorobo protected number with a Nomorobo classified Spam call CID I immediately hear something like "Please call again later" (followed by a hang-up), rather than "Nomorobo has blocked the call."
Has the blocked call message changed or am I missing something?
