Hi, I'm a board member volunteer for a non-profit that is looking to decrease operational expenses. In a recent budget review we identified our $100+ monthly DSL/phone bill as an opportunity for reduction. This organization has just two (part time) paid employees (office manager and general facilities person).
We've recently installed municipal fiber service (25 Mbps up/down) to replace our prior DSL and I'm working on provisioning VoIP phone service to replace the POTS lines.
I currently use Anveo for my home phone service and for another (single line, virtual presence) non-profit.
I'm an enthusiast/hobbyist with VoIP. In the current instance I'm exceeding my prior experience and would like advice on setting up this new non-profit with Anveo Retail (You may ask "why Anveo?" - because of my prior satisfactory experience, having a significant account balance I can "beam" to this group to get them started and low ongoing costs).
In particular, I'd like advice on how I should best provision the primary account and extensions/sub-accounts to fulfill the requirements below at the lowest cost? Will there be a primary call flow that invokes extension call flows and vice-versa? I have no experience with extensions to date and my searches/reading to date have me still confused.

PHONE SYSTEM NEEDS
* Two phones/extensions (see below)
* Incoming/Outgoing FAX (different number OK, currently have dedicated FAX line but can port, switch or drop number)
* Except for system limitations we have no need to have mutiple phone numbers - ideal for us to have/show one number only
* Have a new Obi202 SIP/ATA device on hand, also have an old Grandstream HT-386 possibly available
Would like (if cost effective) to be able to have either phone place or receive a call at the same time without disturbing the other (this would be a new capability). Busy signal for incoming FAX during the rare situation where both phones are in use is acceptable.
Original setup was DSL service with two POTS phone lines (Main and FAX). Alarm system is connected to the Main line and occasionally siezes it during business hours. Alarm system also has cell network radio backup.
As an interim step, we plan on continuing one line of POTS service until we establish the alarm system will either work with the VOIP service or we can upgrade the alarm panel to an IP monitoring connection. The current main number will be ported to the VoIP service to maintain marketing materials, etc.
BUSINESS OFFICE PHONE
* Unrestricted dialing capability/no access code, will likely set basic rate limitation to prevent abuse
* Call waiting capability desirable
* Desire to be able to (infrequently) place call to Public Spaces phones (below) as "intercom", preferably with unique ring and optionally distinctive CID
* Call flow needs are very basic, single voice mailbox required
* Call transfer to Public Spaces phones would be great but not required
PUBLIC SPACES PHONE
* Two to three phone sets will be wired to the same SIP ATA port, no need for independent operation
* Needs to be able to dial out to 911 normally/no access code
* Desire to be able to (infrequently) place call to Business Office Phone as "intercom", preferably with unique ring and optionally distinctive CID
* Would like to restrict other outgoing calls to authorized users (dial prefix or PIN controlled?) to prevent abuse
* No unique voice mailbox, want any/all vmail to be routed to Business Office phone mailbox
* Call transfer to Business Office phone would be great but not required
* No call waiting requirement
