Are you saying, if a call from VoIP device to a random destination (another VoIP device, mobile phone, landline) is routed via VPN, it doesn't enhance its privacy, since the eavesdropper can intercept outgoing packets from the VPN server instead of your Wi-Fi router or modem? And for that reason passing VoIP calls via VPN is senseless? Is it really that easy to intercept packets coming from any server in the world? In this case, why paid VPN services are so widespread and hugely popular? Are elements of various layered internet protocols not encrypted before packets sent to the VPN provider's server? How would a 3rd party eavesdropping on a Wi-Fi router would decipher that the traffic was headed to a certain VPN server, if the tunnel is established by an OpenVPN client before the packets leave the router?
