better late than never, I hereby copy an e-mail i got from Localphone like 10 days ago.
" We have seen a sudden increase in the rates for calling Belgium Mobiles from outside the EU. Whilst we do not like to increase prices to our customers we have no choice but to increase the rates with immediate effect. Rest assured when we get a decrease in the rates to call Belgium Mobiles we will pass on these reductions accordingly.
The new rates for calling all Belgium Mobiles will now be 0.35c per min.
We understand that this is a major increase in the rates, however until the carriers in Belgium reduce their costs to call Belgium Mobiles we will have to maintain this rate.
If you have a USD account but are within the EU then please contact our Customer support team and they will try and assist you further.

I rarely use LP for calling European mobiles because LP pricing is not the best one you can get, however there is a good chance that other providers may follow, so check your rates. There are strange things going on with belgian carriers, some land line exchanges became awfully expensive too.
A Belgian DID for 1$/ month with Localphone( excellent voice quality) can help mitigate these problems
