Origination: Why such a large spread between ITSPs in $/min?

Could someone explain to me why some ITSPs (e.g., Localphone) have a US DID per-minute charge of $0 while other ITSPs (e.g., Callcentric) have a US DID per-minute charge of $0.015? I find it baffling. Thanks!
