[General] VOIP and slow outbound fax

I am switching from POTS (ATT) to VOIP (voip.ms) and had read conflicting things about faxing. I send about one fax a month or less. I never receive them. I have an Epson Workforce 3640, if that matters. Will I be able to do this from the Epson? From what I've read, if you set the fax machine to the slowest possible settings, you can still sometimes send or faxes on VOIP. Is this true?
